Job Title: Accounting & HR ManagerDirect Reports to: CEOIndirectly Reports to: Current and MOOver General Managers Brief Description: This person is responsible for the company s financial and human resource operations. Be responsible for the company s responsibilities to prepare for and respond to all financial audits, reviews, and studies. Responsible for cash flow management including borrowing, financing, repayments, etc. Ensure the highest possible credit rating for the company and ensure proper and responsible cash flow. Supervise and ensure that all accounting functions are done weekly, monthly, quarterly, annually, or as otherwise required: including AR, AP, bank statement and other reconciliations, journal entries, tax documents and payments, financial reports, statement analysis, payroll, W2 s, contract billing and payments, and all other State and Federal forms. Ensure that all scheduled payments are made on a timely basis, and solve invoicing problems. Supervises, evaluate, train, develop, and manage all financial personnel. Provide written goals, training program, and have periodic meetings individually and collectively with the staff. Develop systems to improve the financial departments efficiency. Provide all human resource management and ensure organizational compliance with Federal and State labor and employment laws and best practices with assistance from the CEO and both divisional General Managers. Complete grant reimbursement requests to State and Federal agencies, produce the necessary back-up data including but not limited to hours, miles, rides, fuel use, etc. Set up and maintain databases for use by other company managers. Look to minimize repetitive data input. Prepare and enter or supervise monthly journal entries. Be responsible for the maintenance of the General Ledger, i.e. add new accounts, account reconciliations, etc. Maintain and process monthly allocation worksheets. Maintain accurate and practical filing systems for all financial data and documents. Maintain insurances of all types for the company. Renew policies, review policies, and be the company liaison with the insurance companies. Be responsible for the execution of the staff health insurance policies and administer the 401K plan. Be responsible for the financial contract administration side of all grants and loans. Design, update, and execute the company s fraud prevention, financial control, and other related programs and policies. Keep the divisional General Managers and the CEO informed of all pertinent information, problems, issues and opportunities. Assist in operations whenever needed. Develop peer relationships with other Vermont transit operator finance staff. Attend annually continuing education courses. Attend staff, Board of Directors, and Budget Committee Meetings. Assist with dispatching, office responsibilities, or any other duties/ responsibilities as deemed necessary by the CEO.
